Port Harcourt Refinery to Start Operations September 2022—NNPC

The Nigerian National Petroleum Corporation (NNPC) has reiterated that the Port Harcourt Refinery, currently undergoing a $1.5 billion rehabilitation, will start delivery of refined products from September 2022.

This was made known by the Group General Manager, Group Public Affairs Division, NNPC, Mr Kennie Obateru.

He added that the entire rehabilitation programme would be over in 44 months as the contractor had already mobilised to the site.

According to him, “The work is progressing. We said it will be completed within 18 to 44 months when counting from April this year.

“By 18 months, some part of the refinery will be producing.

“The total rehabilitation job will be completed in 44 months.

“Why we said between 18 and 44 months is the fact that it will not be at the end of 44 months before the refinery starts working, but that in 18 months, some sections of the refinery will start producing.”

Business Post had reported in April that NNPC had signed an Engineering, Procurement & Construction (EPC) contract with Tecnimont SpA, a subsidiary of Maire Tecnimont for the rehabilitation of the Port Harcourt refinery.

The Group Managing Director of the state oil company, Mr Mele Kyari, described the project as a dream come true, noting that the project was in line with President Muhammadu Buhari’s promise to the Nigerian people to make the refineries work.

It was disclosed that it would be carried out in three phases: Phases 1 and 2 of the project would get the refinery ready to receive hydrocarbon, while Phase 3 will focus on the start-up of the refinery for operation.

While responding to why the corporation was spending such a huge amount of money through the federal government, the corporation said that the funds approved for the 210,000 barrels per day capacity refinery was for complete rehabilitation and not turnaround maintenance.

The refineries rehabilitation exercise will be very different from the routine Turn-Around Maintenance as it would entail a total retrofitting of the plant with major parts and equipment replaced with new ones.
