States, FCT Internally Generated Revenue Surge 40.93% to N5.15trn in 2025

Nigeria’s 36 states and the Federal Capital Territory (FCT) generated a combined N5.15 trillion in Internally Generated Revenue (IGR) in 2025, representing a 40.93 per cent increase from the N3.65 trillion recorded in 2024, according to the latest figures released by the National Bureau of Statistics (NBS).

Lagos State recorded the highest IGR at N1.77 trillion, comprising N1.48 trillion in tax revenue and N292.64 billion generated through Ministries, Departments and Agencies (MDAs).

Rivers State followed with N428.42 billion, including N414.38 billion in tax revenue and N14.03 billion from MDAs, while Enugu State recorded N406.77 billion.

However, Enugu’s revenue profile differed from that of Rivers, as N355.25 billion of its IGR came from MDAs, compared with N51.52 billion in tax revenue.

The FCT, which houses the country’s seat of power, generated N356.34 billion, with the entire amount attributed to tax revenue in the NBS report.

Ogun State recorded N252.36 billion, with MDA revenue of N141.06 billion exceeding its N111.29 billion tax receipts.

The NBS said Pay-As-You-Earn (PAYE) remained the dominant source of tax revenue nationally, generating N2.64 trillion and accounting for 69.51 per cent of total tax revenue in 2025.

Other sources included direct assessment, road taxes, stamp duties, withholding taxes and capital gains tax, which contributed N12.40 billion, the lowest among the reported tax sources.

Among other states, Niger generated N66.37 billion, including about N60.3 billion in tax revenue, while Ekiti recorded N57.09 billion, comprising N27.79 billion in tax revenue and N29.29 billion from MDAs.

Gombe generated N43.96 billion, Nasarawa recorded N32.57 billion, while Taraba reported N28.16 billion.

Sokoto and Yobe generated N20.48 billion and N16.01 billion, respectively.
