FRSC Deploys Newly Promoted Officers

Following the recently concluded promotion exercise conducted by the Federal Road Safety Commission (FRSC) where 36 senior officers were promoted to their next rank, the Corps Marshal, Mr Boboye Oyeyemi, has approved the posting of the newly promoted officers and others to different formations of the Corps across the country.
According to the Corps Public Education Officer, Mr Bisi Kazeem, this posting is part of concerted efforts by the Corps to ensure proficiency, dynamism and excellence in service delivery to the motoring public.
Speaking further, Mr Kazeem gave the list of the officers posted as: Deputy Corps Marshal (DCM) Julius A Asom, who was formerly the Special Assistant to the Corps Marshal, is now the Deputy Corps Marshal in charge of Special Duties and External Relations; Deputy Corps Marshal Kenneth Nwaegbe, former Commandant FRSC Academy Udi, now to head the Motor Vehicle Administration Department at the National headquarters; the former Zonal Commanding Officer, RS12 Bauchi, Deputy Corps Marshal, Shehu Alkali Zaki, is now the Deputy Corps Marshal in charge of Administration and Human Resources also at the headquarters of the commission.
Others are Assistant Corps Marshal (ACM) Ayobami Omiyale formerly Zonal Commanding Officer, Zone RS1HQ Kaduna to RS4HQ Jos as the Zonal Commanding Officer; the head of Number Plate Production Plant, Gwagwalada, ACM Oluwasusi Familoni is now deployed to the national headquarters as ACM National Vehicle Inspection Scheme (NVIS); ACM Angus Ibezim, who was the Sector Commander, Jigawa is now the Assistant Corps Marshal in charge of Man Power Development at the headquarters; the Zonal Commanding Officer, RS4HQ Jos, ACM Daniel Sayi, is now deployed as Assistant Corps Marshal Federal Operations; while ACM Jonah I Etuk is to take over as Zonal Commanding Officer RS12HQ Bauchi.
In the same vein, erstwhile Sector Commander, Rivers State, Assistant Corps Marshal Edward A Zamber, has now been deployed as the Commandant FRSC Academy Udi, while ACM Ann Marjah is to take over as Assistant Corps Marshal Administration at the national headquarters.
In addition, the former Commandant, Training School Jos, ACM Aliyu B Datsama, is now deployed as the Zonal Commanding Officer, Zone RS1 Kaduna, while ACM Umar G Ibrahim, the outgoing Sector Commander Kaduna has been deployed as the Zonal Commanding Officer, Zone RS7 Abuja.
Mr Kazeem also gave the list of Officers posted as Sector Commanders as follows: Corps Commander (CC) Ali Sule Tanimu, former Deputy Corps Public Education Officer is now the Sector Commander, Katsina sector command; Corps Commander Hafiz T Mohammed, former head, National Road Safety Advisory Council (NARSAC) is now the Sector Commander RS1.1 Kaduna; Corps Commander Francis Udoma formerly in charge of FRSC Estate, FRSC HQ as Sector Commander RS 9.4 Imo; and the erstwhile Sector Commander RS 4.2 Benue, Corps Commander, David Mendie to replace ACM Edward Zamber as Sector Commander RS6.1 Rivers.
Others are the outgoing Head of Operations, Anambra Sector Command, Corps Commander Uche Winifred Chukwurah, deployed as Sector Commander RS 11.3 Oyo; CC Aliyu Baba now Sector Commander Benue; CC Zubairu Mato is now Sector Commander Kano State; CC SN Orakwe redeployed to Plateau as Sector Commander; CC Frank Okwueze who was formerly heading the Awka production plant has now been made the Sector Commander RS3.3 Taraba; and CC S A Sale deployed as Sector Commander Jigawa.
Also, CC J A Owoade, the erstwhile Corps Commander in charge of Discipline at the national headquarters is now the Sector Commander, Zamfara.
Pursuant to this, the Corps Marshal expressed confidence in the ability of the newly posted officers to deliver as expected.
He therefore charged them to renew their commitment to service and ensure that they uphold the ideals of the Corps at all times.
Mr Oyeyemi also stated that this posting was a reflection of the Corps’ dynamic approach to service and unwavering determination to ensure that the roads were safe for all to use.

Before entering full-time ministry, Pastor Jerry Eze built a career in development communications, serving as a Communications Specialist on a World Bank HIV/AIDS programme and with the United Nations Population Fund (UNFPA). He holds a Bachelor’s degree in History and International Relations from Abia State University and a postgraduate degree in Business Administration from Enugu State University of Science and Technology.

The conclusion of the 2025 Performance Appraisal Exercise of Abuja Electricity Distribution Company (AEDC) has resulted in the promotion and step increments of about 1,126 employees of the organisation.
The reward for performance involved the promotion of 547 employees and 579 step increments, reaffirming the company’s unwavering commitment to recognising excellence, rewarding performance and building one of Africa’s most admired workplaces.
AEDC disclosed that these actions reflect its deliberate investment in its people as the energy firm accelerates its transformation into a customer-centric, high-performing electricity distribution company with global standards and Pan-African aspirations.
The promotions and step increments, approved by the management, recognise employees who have demonstrated exceptional commitment, professionalism and outstanding performance in advancing AEDC’s strategic objectives.
However, employees who were not successful in the current appraisal cycle have been urged to remain committed, emphasising that the performance management process is designed to support continuous growth, capability development and future advancement opportunities.
“Our people remain our greatest asset and the foundation upon which AEDC’s future will be built. Nigerian international lawyer and anti-corruption specialist, Mr Ibrahim James Pam, has been appointed Acting Director-General of the World Bank Group’s Compliance Advisor Ombudsman (CAO), a key independent accountability body within the institution.
The appointment, approved by the boards of the World Bank Group, will take effect on August 2, 2026.
Mr Pam, who currently serves as Chair of the World Bank Inspection Panel, will oversee the CAO on an interim basis pending the appointment of a substantive Director-General and Vice President of the World Bank Group Independent Accountability Mechanism.
The development was announced in a statement issued by the Head of Communications of the Compliance Advisor Ombudsman, Emily Horgan, who said the arrangement was designed to ensure continuity during the organisation’s leadership transition.
“In view of the forthcoming leadership transition at the Compliance Advisor Ombudsman (CAO), the World Bank Group Boards have designated Ibrahim Pam, Chair of the Inspection Panel, to concurrently serve as acting CAO Director General, effective August 2, 2026,” the statement said.
“Mr Pam will serve in this role until the new World Bank Group Independent Accountability Mechanism Director General/Vice President is appointed.”
The Compliance Advisor Ombudsman is the independent accountability mechanism for projects financed by the International Finance Corporation (IFC) and the Multilateral Investment Guarantee Agency (MIGA), both members of the World Bank Group.
Created in 1999, the CAO reports directly to the boards of IFC and MIGA and handles complaints from individuals and communities affected by projects supported by the two institutions, while promoting environmental and social accountability.
Mr Pam, who is married with children and grandchildren, brings extensive experience in international law, anti-corruption, compliance, human rights and criminal investigations to the role.
He is the son of the late Lt. Col. James Pam, a former Adjutant General of the Nigerian Army, and Mrs Ngo Elizabeth Pam, a human rights advocate who served on the Human Rights Violations Investigation Commission, popularly known as the Oputa Panel, as well as the Plateau Peace Conference.
Over the years, Mr Pam has built a distinguished international career investigating human rights violations, financial crimes, fraud, institutional misconduct and mass atrocities across several jurisdictions.
He has served as a member of the World Bank Inspection Panel since January 2023. Prior to that, he was Head ad interim of the Independent Redress Mechanism of the Green Climate Fund in Songdo, South Korea, between August 2022 and March 2023, after leading the Fund’s Independent Integrity Unit from November 2016 to November 2022.
His professional experience also includes roles with the United Nations Office of Internal Oversight Services (OIOS), where he served as Resident Investigator with the UN Mission in South Sudan, the African Development Bank’s Integrity and Anti-Corruption Department, and the Office of the Prosecutor at the International Criminal Court in The Hague.
Earlier in his career, he provided legal support to Nigeria’s Human Rights Violations Investigation Commission (Oputa Panel) between 2000 and 2002.
A graduate of the University of Jos, Mr Pam began his legal career at J.Y. Pam & Co. before working in private legal practice, the banking sector and later the Independent Corrupt Practices and Other Related Offences Commission (ICPC).
While at the ICPC, he received the prestigious Chevening Scholarship, which enabled him to earn a Master’s degree in International Law and Justice Policy from the London School of Economics in 2005
His appointment is expected to strengthen the World Bank Group’s accountability and oversight framework, given his extensive background in governance, integrity, compliance and international justice.
